Launched in 2023, Kline Public Strategies is a boutique public affairs firm founded by Julian Kline, an experienced government and community relations professional, leading legislative and advocacy efforts on behalf of corporate entities, nonprofit organizations, and the tech industry in New York.
For over a decade Julian Kline has successfully managed campaigns and advocated on behalf of various clients, including Fortune 500 companies, non-profit service providers, cultural and higher education institutions, and civil rights organizations.
Julian has built strong relationships in government throughout New York by serving as a trusted advocate and leading crucial campaigns, including for the Empire AI Consortium, NY’s Green Light Law, housing voucher reform, infrastructure projects, and LGBTQ+ rights.
Matthew McMorrow, Senior Vice President
Matthew McMorrow brings nearly two decades of experience in politics, government and civil rights advocacy to Kline Public Strategies. Matthew served as Deputy Director of Constituency Affairs for New York Governor Kathy Hochul, overseeing the team responsible for managing the Governor’s relationships with key constituencies across the state. He also served as Director of LGBTQ Affairs in the Governor’s office and as Senior Advisor for LGBTQ Community Affairs in the NYC Mayor’s Office. At City Hall, he led the development and launch of the NYC Unity Project, a multi-agency program aimed at addressing the needs of LGBTQ+ New Yorkers.
Prior to his government service, Matthew was the Director of Government Affairs at the Empire State Pride Agenda and a legal recruiter at the New York law firm Cadwalader. Matthew currently serves on the board of Callen-Lorde Community Health Center.
Jacquelyn Smiley, Senior Associate
Jacquelyn started her career in politics and government by serving on State Senator Zellnor Myrie’s initial election campaign in 2018. She holds a Master’s degree in Library and Information Science from St. John’s University and has dedicated her career to supporting women in government, serving as the Coordinator of the Young Leadership Council of The New Majority NYC and is a standing member of the NYC Black Women’s Political Club. Jacquelyn is also the Vice-President of Brooklyn Young Democrats and the Vice-Chair of the New York State Black Caucus.
